    A recente publicação pela Comissão Económica para África de um relatório detalhado sobre a evolução económica e social no continente africano revela previsões optimistas para o ano de 2024. De acordo com este estudo, África deverá destacar-se ao colocar cinco das suas nações entre as economias que mais crescem globalmente. Entre estes países destacam-se particularmente o Níger , o Senegal , a Costa do Marfim , a RDC e o Ruanda , surgindo como os principais vectores desta notável expansão económica. A dinâmica de crescimento do Níger e do Senegal é em grande parte atribuída a um aumento notável no sector dos hidrocarbonetos, com um aumento significativo na produção e nas exportações. Para o Níger , este crescimento é também apoiado pela retoma da atividade agrícola e por um salto na produção de petróleo bruto, benéfico para o sector dos transportes. No entanto, deve notar-se que a economia nigerina continua sensível aos riscos climáticos e às repercussões das recentes convulsões políticas. Além disso, o Senegal está a beneficiar de um verdadeiro impulso graças ao aumento de projetos privados e de infra-estruturas. No entanto, o ambiente político continua a ser um factor a acompanhar de perto, especialmente com as eleições a decorrer em vários países africanos, o que poderá influenciar a estabilidade e o desenvolvimento económico a curto prazo. Adam Elhiraika, da CEA, destaca também a vitalidade económica da Costa do Marfim , da RDC e do Ruanda , impulsionada principalmente pelos investimentos em infra-estruturas, pelo desenvolvimento sustentado do turismo, por uma indústria mineira de sucesso e pelos frutos da diversificação económica. A RDC , em particular, deverá beneficiar da exploração de novos depósitos de petróleo e de um sector agrícola dinâmico, parte de uma estratégia nacional orientada para o aumento das despesas sociais e de investimento. Quanto ao Ruanda , o seu desenvolvimento é estimulado pelo consumo privado e pelo investimento, enquanto a Costa do Marfim beneficia de um aumento do investimento, favorecido pelas reformas do mercado e pela melhoria do ambiente de negócios. Esta dinâmica é apoiada por um consumo privado robusto, em parte graças à inflação controlada. No entanto, o relatório sublinha que, apesar destas perspectivas encorajadoras, o crescimento africano continua frágil e abaixo do seu pleno potencial. Para alcançar os Objetivos de Desenvolvimento Sustentável e as ambições da Agenda 2063, são necessários ajustamentos significativos em termos de políticas fiscais e monetárias, bem como um compromisso renovado para resolver os desequilíbrios internos e externos, a inflação e os problemas relacionados com a dívida.

    Autorização de Residência: Apresentação online de pedidos de reagrupamento familiar

    O portal da Agência para a Integração, Migrações e Asilo (AIMA) vai permitir a apresentação de pedidos de autorização de residência para reagrupamento familiar, segundo decreto regulamentar publicado em Diário da República.  O decreto regulamentar da lei de estrangeiros, publicado em Diário da República, altera a “regulamentação do regime jurídico de entrada, permanência, saída e afastamento de cidadãos estrangeiros do território nacional”. O diploma contempla as novas funções da AIMA, criada em 29 de outubro para substituir o Serviço de Estrangeiros e Fronteiras (SEF) e o Alto Comissariado das Migrações (ACM), e da GNR e PSP, que passam a ser as instituições responsáveis pelo controlo fronteiriço. “Por via do presente decreto regulamentar, procede-se à modernização e simplificação dos procedimentos administrativos com vista a garantir que a AIMA, I. P., possa instruir e decidir os processos relativos à permanência de cidadãos estrangeiros em território nacional de forma atempada e com requisitos de segurança acrescidos”, lê-se no diploma. Com este novo decreto regulamentar, será possível “disponibilizar serviços digitais no Portal AIMA, para envio, receção e pagamento dos pedidos de autorização de residência, dispensando o agendamento e a deslocação” aos locais físicos, “libertando os funcionários de tarefas sem valor acrescentado, como o tratamento do pagamento das taxas”. Brevemente, promete a AIMA, serão disponibilizados serviços digitais no portal “começando, como já foi anunciado, pelos pedidos de autorização de residência para reagrupamento familiar”. Os processos de reagrupamento familiar têm sido um dos principais motivos de queixa dos imigrantes legais em Portugal, que acusam o país de violar a própria lei e os acordos internacionais ao não dar provimento as dezenas de milhar de pedidos pendentes. Além disso, o diploma autoriza os pedidos digitais de concessão e renovação de autorização de residência e permite que esses requerimentos possam também ser feitos pelos empregadores, centro de investigação ou estabelecimento de ensino em que os imigrantes estejam incluídos. O diploma autoriza também a AIMA “a celebrar os protocolos necessários para garantir a comprovação das situações jurídicas através de acessos diretos a diversas bases de dados de instituições públicas, garantindo maior celeridade e segurança na informação”, como a “comprovação da existência de contrato de trabalho, de residência em território nacional, de inscrição e da situação contributiva regularizada junto da segurança social e da autoridade tributária, frequência de estabelecimento de ensino, voluntariado ou estágio”. Este acesso a base de dados para confirmar a informação permitirá a desburocratização dos pedidos e o processo inclui ainda o uso de certificados digitais de assinatura, como a Chave Móvel Digital.     Alterações ao regime Golden Visa afastam investimentos imobiliários

    No passado dia 6 de outubro foi publicada a Lei 56/2023, na qual se incluem alterações ao regime dos Golden Visa. Assim, a partir de 7 de outubro (data de entrada em vigor da Lei) deixarão de ser elegíveis as seguintes atividades de investimento: A transferência de capitais no montante igual ou superior a 1,5 milhões de euros; A aquisição de bens imóveis de valor igual ou superior a 500.000 euros; A aquisição de bens imóveis cuja construção tenha sido concluída há, pelo menos, 30 anos ou localizados em área de reabilitação urbana e realização de obras de reabilitação, no montante global igual ou superior a 350.000 euros. Nos termos da Lei agora publicada, apenas continuarão a ser elegíveis os seguintes tipos de investimento: A criação de, pelo menos, 10 postos de trabalho; A transferência de capitais no montante igual ou superior a 500.000 euros, que seja aplicado em atividades de investigação desenvolvidas por instituições públicas ou privadas de investigação científica, integradas no sistema científico e tecnológico nacional; A transferência de capitais no montante igual ou superior a 250.000 euros, que seja aplicado em investimento ou apoio à produção artística, recuperação ou manutenção do património cultural nacional; A transferência de capitais no montante igual ou superior a 500.000 euros, destinados à aquisição de partes de organismos de investimento coletivo não imobiliários, que sejam constituídos ao abrigo da legislação portuguesa, cuja maturidade, no momento do investimento, seja de, pelo menos, cinco anos e, pelo menos, 60% do valor dos investimentos seja concretizado em sociedades comerciais sediadas em território nacional (aqui se incluindo os fundos de investimento ou fundos de capital de risco); A transferência de capitais no montante igual ou superior a 500.000 euros, destinados à constituição de uma sociedade comercial com sede em território nacional, conjugada com a criação de cinco postos de trabalho permanentes, ou para reforço de capital social de uma sociedade comercial com sede em território nacional, já constituída, com a criação de pelo menos cinco postos de trabalho permanentes ou manutenção de pelo menos dez postos de trabalho, com um mínimo de cinco permanentes, e por um período mínimo de três anos. Como vem realçado naquele diploma legal, as atividades de investimento acima indicadas não se podem destinar, direta ou indiretamente, ao investimento imobiliário.
